Two Gameplay questions

I have the following two questions:

1) Why my opponent is able to go round the whole country, but I am allowed only to go round the six marked states? Where am I wrong and how to go to other states, not only these six. I am playing republican and I am at the 3rd level now.
2) How do I use so-called political opportunities? I see the computer using it, but I don't see how should I do it ?
