HQ Placements

Since we now have 3 different buildings on PM08. What's the best strategy on placing like Campaign HQ, Consulting Office, & Outreach Centers.

To me, when I think of Outreach Centers, I'd place them in states that are struggling (i.e. Michigan & Louisiana)

But as far as Consulting Offices go, where would you put them?
