Strange Scrolling Issue

When I just opened up to play I ran into a weird issue. For No reason the screen continually scrolls down to bottom.  I am using the 1.5 beta. It may not have been a huge issue except with randomizing options clicked the Democratic and very rich Montana, which I could barely see.
