Crashes when trying to create a new game.

I just bought the game off of Steam. I compared my PC specs before I made my purchase, and they are good with what is listed

The intro movie plays fine; the main menu comes up fine. I then spent a few minutes reading the tutorial. After that, I clicked new game and put in my name and campaign name, but when I clicked create, the window screen goes black and I get the spinning cursor circle, plus it says (not responding) in the window name at the top. I can still hear the game music while this is going on, and when I make another click on the screen it turns from black to grey.

I've tried both full screen and windowed mode, with the same results.

I can't really give any other input on the error. The only thing I can do is press the X in the window corner, then it asks if I want to wait for the program to respond or close the program. If I say wait, it just continues to "not respond", and if I click "close the program" it says that Windows is checking for solutions, then that box disappears as the game shuts down, so I get no information on what the error might be.

Just in case, here are my specs:

CPU: Pentium(R) Dual-Core CPU E5200 @ 2.50GHz

RAM: 4GB

OS: Windows Vista Home Premium Edition Service Pack 2, 32-bit

Graphics: Intel(R) G33/G31 Express Chipset Family with 320MB of Video RAM and Shader 2.0

I also have DirectX up to date.
