Can't Get Upgrade

I tried to purchase the half-price upgrade, but couldn't - I got a message saying I had to own an earlier version.  What's off is I have the 2012 version sitting in my Steam library.  I thought perhaps I had to register it here first, but couldn't even find a registration number.
